The House met at 2.30pm. Prayers were read by the Lord Bishop of Norwich. (at 14:30)

Barony of Clifton in the Peerage of England The Lord Chancellor reported that Ivo Donald Stuart Bligh had established his claim to the Barony of Clifton in the Peerage of England. The Clerk of the Parliaments was accordingly directed to enter Lord Clifton on the register of hereditary peers maintained under Standing Order 10(5).

Earldom of Darnley in the Peerage of Ireland The Lord Chancellor reported that Ivo Donald Stuart Bligh had established his claim to the Earldom of Darnley in the Peerage of Ireland.

Lordship of Elibank in the Peerage of Scotland The Lord Chancellor reported that Robert Francis Alan Erskine-Murray had established his claim to the Lordship of Elibank in the Peerage of Scotland. The Clerk of the Parliaments was accordingly directed to enter Lord Elibank on the register of hereditary peers maintained under Standing Order 10(5).

Earldom of Devon in the Peerage of England The Lord Chancellor reported that Charles Peregrine Courtenay had established his claim to the Earldom of Devon in the Peerage of England. The Clerk of the Parliaments was accordingly directed to enter the Earl of Devon on the register of hereditary peers maintained under Standing Order 10(5).

Notification of retirement The Clerk of the Parliaments informed the House that he had received written notice from Lord Kirkhill under section 1 of the House of Lords Reform Act 2014 stating that he would retire from the House on 30 April 2018.

Automated and Electric Vehicles Bill Baroness Sugg moved that the order of commitment of 20 February committing the bill to a Grand Committee be discharged and that the bill be committed to a Committee of the Whole House. The motion was agreed to. (at 15:18)

Haulage Permits and Trailer Registration Bill [HL] The bill was read a third time and the privilege amendment was agreed to. Then, after debate, the bill was passed and sent to the Commons. (at 15:18)

Civil Liability Bill [HL] Lord Keen of Elie moved that the bill be now read a second time. After debate, the motion was agreed to and the bill was committed to a Committee of the Whole House. (at 15:21)

Smart Meters Bill The bill was reported from the Grand Committee without amendment.
