      Draft Parliamentary Buildings (Restoration and Renewal) Bill A message was brought from the Commons that they concur with the resolution of this House of 23 October relating to a Joint Committee to consider and report on the draft Parliamentary Buildings (Restoration and Renewal) Bill presented to both Houses on 18 October (Cm 9710) and that they have made the following orders: That the Committee should report on the draft Bill by 28 March 2019. That a Select Committee of six Members be appointed to join with the Committee appointed by the Lords for this purpose. That the Committee shall have power: (a) to send for persons, papers and records; (b) to sit notwithstanding any adjournment of the House; (c) to report from time to time; (d) to appoint specialist advisers; and (e) to adjourn from place to place within the United Kingdom. That the quorum of the committee shall be three.

      Financial Services and Markets Act 2000 (Claims Management Activity) Order 2018 Lord Bates moved that the draft Order laid before the House on 9 October 2018 be approved. The motion was agreed to.
      Mental Capacity (Amendment) Bill [HL] The report stage was continued, beginning with amendment 29. Amendments 29 (see division), 30 and 31, 34, 36, 40 and 41, 43 and 44, 47, 51 and 52, 54, 57 to 60, 62 and 63, 65 and 66, 69, 71, 73, 78 to 80, 90 and 91, 93, 96, 99, 110 to 113, 116, 118, 122 to 125, 127 to 139 and 148 were agreed to. The bill, as amended, was ordered to be printed. (HL Bill 147)
      European Union (Definition of Treaties) (Economic Partnership Agreements and Trade Agreement) (Eastern and Southern Africa States, Southern African Development Community States, Ghana and Ecuador) Order 2018 Baroness Fairhead moved that the draft Order laid before the House on 19 July 2018 be approved. Then, Lord Stevenson of Balmacara moved as an amendment to the motion, at end to insert "but that this House regrets that the draft Order does not appear to take into account the substantive issues raised to date about the impacts on local agriculture, industry and commerce, and the well-being of the wider population in the partner states to each agreement; expresses serious concern at the fundamental lack of accountability and parliamentary scrutiny available at present for treaties and trade agreements; and calls on Her Majesty’s Government to come forward as soon as reasonably practicable with a series of proposals on how trade policy is to be determined after the United Kingdom’s withdrawal from the European Union." After debate, the amendment was withdrawn. Then the original motion was agreed to.
