Terrorist Offenders (Restriction of Early Release) Bill Lord Keen of Elie moved that the bill be now read a second time. Then Lord Marks of Henley-on-Thames moved, as an amendment to the motion, at end to insert “but that this House regrets that the bill fails to propose measures to deradicalise and rehabilitate offenders and to provide adequate resources to that end; and that the bill offends against the common law principle that new law should not be made to have retrospective effect.” After debate, the amendment was withdrawn. Then the original motion was agreed to and the bill was committed to a Committee of the Whole House.7
Syria Lord Ahmad of Wimbledon repeated as a ministerial statement the answer given to an Urgent Question in the House of Commons.8
