Conduct The Senior Deputy Speaker (Lord Gardiner of Kimble) moved that, as proposed by the Committee of Selection, Lord Blair of Boughton, Lord Garnier and Baroness Manningham-Buller be appointed members of the Select Committee, in place of Baroness Anelay of St Johns, Lord Brown of Eaton-under-Heywood and Lord Mance; and that Baroness Manningham-Buller be appointed chair of the Select Committee. Then Lord Cormack moved, as an amendment to the motion, at the end insert “and as its first task it seeks to ensure the protection of freedom of speech so that nothing can prevent the full and frank exchange of honestly held opinions in the course of Parliamentary proceedings." After debate, the amendment was withdrawn. Then the original motion was agreed to.
