Hereditary Peers' By-election The Clerk of the Parliaments informed the House that The Earl of Effingham and Lord Ashcombe had been elected under Standing Order 9 (Hereditary peers: by-elections) to fill the vacancies created by the retirement of Lord Astor of Hever and the death of The Earl of Home, among the Conservative peers excepted from section 1 of the House of Lords Act 1999.
