Northern Ireland Troubles (Legacy and Reconciliation) Bill Second Reading [Lord Caine] 9th Report from the Delegated Powers Committee, 5th Report from the Constitution Committee
Baroness Smith of Basildon to move, as an amendment to the motion that the bill be read a second time, at the end to insert “but that this House regrets that the provisions contained in the bill do not command the confidence or support of groups and organisations representing the interests of victims and survivors of the Troubles, of Northern Ireland elected representatives, or of the wider community, including communities across the United Kingdom affected by the bill.”
If the bill is read a second time, Lord Caine to move that the bill be committed to a Committee of the Whole House, and that it be an instruction to the Committee of the Whole House that they consider the bill in the following order:
