Then Lord Blencathra moved, as an amendment to the motion that the bill be now read a second time, at end insert “but regrets that the Bill as introduced does not include provisions to allow immobilised Russian state assets, reserves, or any other property to be used to fund financial assistance to Ukraine”. After debate, the amendment was withdrawn. Then the original motion was agreed to and the Committee was negatived. Then, Standing Order 44 having been dispensed with, the bill was read a third time and passed.
