Immigration (Guidance on Detention of Vulnerable Persons) Regulations and the Detention Centre (Amendment) Rules 2018 Lord Ramsbotham moved that this House regrets that the Immigration (Guidance on Detention of Vulnerable Persons) Regulations and the Detention Centre (Amendment) Rules 2018 were made before Stephen Shaw CBE had completed his review of the implementation of the report, Review into the welfare in detention of vulnerable persons, preventing his concerns about the definition of torture from being taken into account, and resulting in a definition too complex to be easily applied by caseworkers and doctors being included (SIs 2018/410 and 2018/411). After debate, the motion was withdrawn.
