Then Lord Stevenson of Balmacara moved, as an amendment to the motion, at the end insert “but that this House regrets that the draft Regulations do not, contrary to the recommendation of several consumer bodies, make provision for the maintenance of surcharge-free roaming for customers in the United Kingdom”.
