Lord Alton of Liverpool to ask Her Majesty's Government, further to the answer by Lord Ahmad of Wimbledon on 21 September (HL Deb, cols 1589–1592), what assessment they have made of the key factors that have led to atrocities in Nigeria; what assessment they have made of the impact of (1) climate change, and (2) land scarcity, as the main cause rather than extremist ideology; if so, on what evidence they base that assessment; what steps they are taking to investigate the motives of the perpetrators of violence in that country and to bring them to justice; and what plans they have (a) to support a proposal for a UN monitoring mechanism for Nigeria, and (b) to assist Nigeria in its response to such atrocities.
