2 Lord McAlpine of West Green The Clerk of the Parliaments informed the House that he had received written notice from Lord McAlpine of West Green in accordance with section 42(1) of the Constitutional Reform and Governance Act 2010, and that Lord McAlpine of West Green had therefore ceased to be a member of the House on 26 May 2010.

3 Leave of Absence Leave of absence was granted to Baroness Amos for the remainder of this Parliament.

6 Local Government Bill [HL] Baroness Hanham presented a bill to prevent the implementation of existing proposals made for the purposes of Part 1 of the Local Government and Public Involvement in Health Act 2007; to revoke the Exeter and Devon (Structural Changes) Order 2010 and the Norwich and Norfolk (Structural Changes) Order 2010; and to make provisions consequential on that revocation. It was read a first time and ordered to be printed. (HL Bill 2)

8 Defamation Bill [HL] Lord Lester of Herne Hill presented a bill to amend the law of defamation; and for connected purposes. It was read a first time and ordered to be printed. (HL Bill 3)

9 Dog Control Bill [HL] Lord Redesdale presented a bill to make provision about the control of dogs; and for connected purposes. It was read a first time and ordered to be printed. (HL Bill 4)

10 Re-Export Controls Bill [HL] Lord Alton of Liverpool presented a bill to make provision for the regulation of the re-export of military equipment and goods further to their original exportation from the United Kingdom. It was read a first time and ordered to be printed. (HL Bill 5)

11 Contaminated Blood (Support for Infected and Bereaved Persons) Bill [HL] Lord Morris of Manchester presented a bill to establish a committee to advise on haemophilia; to make provision in relation to blood donations; to establish a scheme for NHS Compensation Cards for people who have been treated with and infected by contaminated blood or blood products; to make provision for the financial compensation of people treated with and infected by contaminated blood and blood products and their widows, dependants and carers; to establish a review of the support available for people who have been treated with and infected by contaminated blood or blood products; and for connected purposes. It was read a first time and ordered to be printed. (HL Bill 6)

12 Building Regulations (Review) Bill [HL] Lord Harrison presented a bill to make provision for a review of the Building Regulations 2000 with regard to the installation of automatic fire suppression systems in new residential premises. It was read a first time and ordered to be printed. (HL Bill 7)

13 House of Lords Reform Bill [HL] Lord Steel of Aikwood presented a bill to make provision for the appointment of a Commission to make recommendations to the Crown for the creation of life peerages; to restrict membership of the House of Lords by virtue of hereditary peerage; to make provision for permanent leave of absence from the House of Lords; to provide for the expulsion of members of the House of Lords in specified circumstances; and for connected purposes. It was read a first time and ordered to be printed. (HL Bill 8)

14 Marine Navigation Aids Bill [HL] Lord Berkeley presented a bill to establish a Marine Navigation Aids Commission; to establish an Office of Marine Navigation Aids Regulation; to amend the Merchant Shipping Act 1995; and for connected purposes. It was read a first time and ordered to be printed. (HL Bill 9)

15 Committee of Selection The Chairman of Committees moved that in accordance with Standing Order 63 a Committee of Selection be appointed to select and propose to the House the names of the members to form each select committee of the House (except the Committee of Selection itself and any committee otherwise provided for by statute or by order of the House) or any other body not being a select committee referred to it by the Chairman of Committees, and the panel of Deputy Chairmen of Committees; and that the following members together with the Chairman of Committees be appointed to the Committee:

16 Government spending Lord De Mauley repeated as a ministerial statement the answer given to an Urgent Question in the House of Commons.

17 Queen’s Speech The debate on the motion that a Humble Address be presented to Her Majesty was resumed and, after further debate, was again adjourned until Thursday 27 May.

The House adjourned at 10.17pm until Thursday 27 May at 11.00am.
