Prayers were read by the Lord Bishop of Liverpool.

1 Lord Gardiner of Kimble John Eric Gardiner, Esquire, having been created Baron Gardiner of Kimble, of Kimble in the County of Buckinghamshire, for life by Letters Patent dated 23 June 2010, was introduced between Lord Mancroft and Lord Kimball, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)

2 Lord Maples John Cradock Maples, Esquire, having been created Baron Maples, of Stratford-upon-Avon in the County of Warwickshire, for life by Letters Patent dated 24 June 2010, was introduced between Lord Lamont of Lerwick and Baroness Shephard of Northwold, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 2)

8 Business of the House Lord Strathclyde moved that the debate on the motion in the name of Viscount Montgomery of Alamein set down for today shall be limited to 3 hours and that in the name of Lord Mawson to 2 hours. The motion was agreed to.

9 Procedure of the House The Chairman of Committees moved that the First Report from the Select Committee (HL Paper 10) be agreed to. The motion was agreed to.

10 House of Lords: financial assistance to opposition parties Lord Strathclyde moved that, in the opinion of this House, the resolution of the House of 30 July 2002 (Financial Assistance to Opposition Parties) should have effect, in relation to the giving of financial assistance, with effect from 12 May 2010, as if—

(a) in paragraphs (1) and (2)(a) the references to the second largest opposition party were omitted, and

(b) paragraph (8)(b) were omitted.

After debate, the motion was agreed to.

11 Latin America (3-hour debate) Viscount Montgomery of Alamein moved for papers relating to recent developments in Latin America. After debate, the motion was withdrawn.

12 Health: primary and community care (2-hour debate) Lord Mawson moved for papers relating to practical lessons from changes in primary and community care during the last ten years. After debate, the motion was withdrawn.
