3 Baroness Ritchie of Brompton Shireen Olive Ritchie, having been created Baroness Ritchie of Brompton, of Brompton in the Royal Borough of Kensington and Chelsea, for life by Letters Patent dated 25 June 2010, was introduced between Baroness Hanham and Baroness Morris of Bolton, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 3)

Private Business

4 London Local Authorities Bill [HL] The Chairman of Committees moved that the Commons message of 23 June be now considered; and that the promoters of the London Local Authorities Bill [HL], which was originally introduced in this House in Session 2007–08 on 22 January 2008, should have leave to proceed with the Bill in the current Session according to the provisions of Standing Order 150B (Revival of bills). The motion was agreed to and a message was sent to the Commons.

5 Chagos archipelago A question was asked by Viscount Montgomery of Alamein and answered by Lord Howell of Guildford.

6 Quangos A question was asked by Baroness Seccombe and answered by Lord Taylor of Holbeach.

7 Student Loans Company A question was asked by Lord Addington and answered by Baroness Wilcox.

8 Energy: Belarus-Russia gas dispute A question was asked by Lord Hunt of Kings Heath and answered by Lord Marland.

9 Rehabilitation of Offenders (Amendment) Bill [HL] Lord Dholakia presented a bill to amend the Rehabilitation of Offenders Act 1974; and for connected purposes. It was read a first time and ordered to be printed. (HL Bill 11)

10 Business of the House Lord Strathclyde moved that Standing Order 40 (Arrangement of the order paper) be dispensed with on 5 July to allow the motion to approve the draft State Pension Credit Pilot Scheme Regulations 2010 to be taken after the motion standing in the name of Earl Attlee. The motion was agreed to.

11 House of Lords reform Lord Strathclyde moved that this House takes note of the case for reform of the House of Lords. After debate, the motion was agreed to.

12 House of Lords reform Lord Steel of Aikwood moved that this House calls on Her Majesty's Government, notwithstanding their proposals for Lords reform whose legislative timetable is unclear, to table motions before the summer recess enabling the House to approve or disapprove—

(a) a scheme to enable members of the House to retire,
(b) the abolition of by-elections for hereditary peers,
(c) the removal of members convicted of serious criminal offences,
(d) the creation of a statutory appointments commission.

After debate, the motion was agreed to (see division list).

The House adjourned at 11.45pm until Wednesday 30 June at 3.00pm.
