1 Baroness Donaghy Rita Margaret Donaghy, CBE, having been created Baroness Donaghy, of Peckham in the London Borough of Southwark, for life by Letters Patent dated 26 June 2010, was introduced between Baroness Dean of Thornton-le-Fylde and Lord McKenzie of Luton, made and subscribed the solemn affirmation and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)

2 Lord Hutton of Furness TheRt HonJohn Matthew PatrickHutton, having been created Baron Hutton of Furness, of Aldingham in the County of Cumbria, for life by Letters Patent dated 27 June 2010, was introduced between Lord Triesman and Lord Darzi of Denham, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 2)

3 Lord Boateng The Rt Hon Paul Yaw Boateng, having been created Baron Boateng, of Akyem in the Republic of Ghana and of Wembley in the London Borough of Brent, for life by Letters Patent dated 27 June 2010, was introduced between Lord Janner of Braunstone and Lord Ouseley, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. 5 London Local Authorities Bill [HL] The Chairman of Committees informed the House that, pursuant to Private Business Standing Order 150B (Revival of Bills), the bill had been deposited in the Office of the Clerk of the Parliaments together with the declaration of the agent. The bill was presented, read a first time, passed though all its remaining stages pro forma and sent to the Commons.

6 Human rights: journalists A question was asked by Lord Judd and answered by Lord Howell of Guildford.

7 Ports: business rates A question was asked by Lord Bates and answered by Baroness Hanham.

8 Political parties: funding A question was asked by Lord Tyler and answered by Lord McNally.

9 Education: languages A question was asked by Baroness Coussins and answered by Lord Hill of Oareford.

10 Academies Bill [HL] Lord Hill of Oareford moved that the amendments for the Report stage be marshalled and considered in the following order:

Schedule 1
Clause 10

Schedule 2
Clauses 11 to 16.

The motion was agreed to.

11 Business of the House Lord Strathclyde moved that leave be given to advance the Report stage of the Academies Bill [HL] from 7 July to 6 July. The motion was agreed to.

12 Business of the House Lord Strathclyde moved that the debate on the motion in the name of Baroness Perry of Southwark set down for today shall be limited to 2 hours and that in the name of Lord Howe of Aberavon to 3 hours. The motion was agreed to.

13 Local communities (2-hour debate) Baroness Perry of Southwark moved for papers relating to Her Majesty's Government's proposals to devolve power to local communities. After debate, the motion was withdrawn.

14 Foreign policy (3-hour debate) Lord Howe of Aberavon moved for papers relating to the objectives of the United Kingdom's foreign policy in the face of changing hazards and opportunities. After debate, the motion was withdrawn.

The House adjourned at 4.41pm until Monday 5 July at 2.15pm.
