Prayers were read by the Lord Bishop of Chester.

1 Baroness Liddell of Coatdyke The Rt Hon Helen Lawrie Liddell, having been created Baroness Liddell of Coatdyke, of Airdrie in Lanarkshire, for life by Letters Patent dated 7 July 2010, was introduced between Baroness Ramsay of Cartvale and Baroness Ford, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)

2 Lord Black of Brentwood Guy Vaughan Black, Esquire, having been created Baron Black of Brentwood, of Brentwood in the County of Essex, for life by Letters Patent dated 9 July 2010, was introduced between Lord Wakeham and Lord Marland, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 2)

3 Baroness Browning Angela Frances Browning, having been created Baroness Browning, of Whimple in the County of Devon, for life by Letters Patent dated 9 July 2010, was introduced between Lord Forsyth of Drumlean and Lord King of Bridgwater, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 3)

Private Business

6 Canterbury City Council Bill The bill was brought from the Commons, the declaration of the agent having been deposited in accordance with Private Business Standing Order 150B (Revival of bills). The bill was read a first time.

7 Nottingham City Council Bill The bill was brought from the Commons, the declaration of the agent having been deposited in accordance with Private Business Standing Order 150B (Revival of bills). The bill was read a first time.

Public Business

8 BBC: World Service A question was asked by Lord Fowler and answered by Lord Howell of Guildford.

9 Health: diet A question was asked by Lord Krebs and answered by Earl Howe.

10 Biometric passports A question was asked by Lord Dubs and answered by Baroness Neville-Jones.

11 Maldives A question was asked by Lord Foulkes of Cumnock and answered by Lord Howell of Guildford.

12 Academies Bill [HL] The bill was read a third time. Amendment 2 was agreed to (see division list 1). Amendment 3 was disagreed to (see division list 2). Amendments were agreed to and a privilege amendment was agreed to. Then the bill was passed and sent to the Commons.

13 Counter-terrorism and security Baroness Neville-Jones repeated a ministerial statement made in the House of Commons.

14 Statutory Instruments A message was brought from the Commons that they have appointed a Select Committee of six Members to join with the Committee appointed by the Lords as the Joint Committee on Statutory Instruments.

15 Nanotechnologies and food (S&T Committee Report) Lord Krebs moved that this House takes note of the Report of the Science and Technology Committee on Nanotechnologies and Food (First Report, Session 2009–10, HL Paper 22). After debate, the motion was agreed to.

16 Legislative Reform (Licensing) (Interim Authority Notices etc.) Order 2010
National Assembly for Wales (Legislative Competence) (Housing and Local Government) Order 2010

The Grand Committee reported that it had considered the draft Orders.

Legislative Reform (Licensing) (Interim Authority Notices etc.) Order 2010 Baroness Rawlings moved that the Grand Committee do consider the draft Legislative Reform (Licensing) (Interim Authority Notices etc.) Order 2010. After debate, the motion was agreed to.

National Assembly for Wales (Legislative Competence) (Housing and Local Government) Order 2010 Lord Wallace of Tankerness moved that the Grand Committee do consider the draft National Assembly for Wales (Legislative Competence) (Housing and Local Government) Order 2010. After debate, the motion was agreed to.

Prisons A question was asked by Lord Dubs and, after debate, answered by Lord McNally.
