1 Baroness Wheeler Margaret Eileen Joyce Wheeler, MBE, having been created Baroness Wheeler, of Blackfriars in the City of London, for life by Letters Patent dated 20 June 2010, was introduced between Lord Evans of Watford and Baroness Jones of Whitchurch, made and subscribed the solemn affirmation and signed an undertaking to abide by the Code of Conduct. 12 National Assembly for Wales (Legislative Competence) (Housing and Local Government) Order 2010 Lord Wallace of Tankerness moved that the draft Order laid before the House on 1 March be approved. The motion was agreed to.

13 Local Government Bill [HL] The bill was considered in Committee. Amendments were agreed to. Clause 2 was disagreed to. The House resumed and the bill was reported with amendments. The bill, as amended, was ordered to be printed. (HL Bill 14)

14 Environment: low-carbon technologies A question was asked by Lord Haskel and, after debate, answered by Lord Marland.
