Prayers were read by the Lord Bishop of Blackburn.

1 Lord Faulks Edward Peter Lawless Faulks, Esquire, QC, having been created Baron Faulks, of Donnington in the Royal County of Berkshire, for life by Letters Patent dated 21 July 2010, was introduced between Lord Thomas of Swynnerton and Lord Hodgson of Astley Abbotts, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix)

Public Business

2 Afghanistan A question was asked by the Earl of Sandwich and answered by Baroness Verma.

3 Banks: business lending A question was asked by Lord Roberts of Conwy and answered by Lord Sassoon.

4 Energy: carbon capture and storage A question was asked by Lord Hunt of Kings Heath and answered by Lord Marland.

5 Korean peninsula A question was asked by Lord Alton of Liverpool and answered by Lord Howell of Guildford.

6 Health and Social Care Act 2008 (Consequential Amendments No. 3) Order 2010 Earl Howe moved that the draft Order laid before the House on 21 June be approved. The motion was agreed to.

7 Electricity and Gas (Carbon Emissions Reduction) (Amendment) Order 2010 Lord Marland moved that the draft Order laid before the House on 14 July be approved. The motion was agreed to.

8 Equality Act 2010 (Consequential Amendments, Saving and Supplementary Provisions) Order 2010 Baroness Verma moved that the draft Order laid before the House on 14 July be approved. The motion was agreed to.

9 Serious Organised Crime and Police Act 2005 (Disclosure of Information by SOCA) Order 2010 Baroness Neville-Jones moved that the draft Order laid before the House on 18 January be approved. The motion was agreed to.

10 Local Government Bill [HL] The report was received. Amendment 4 was disagreed to (see division list).

11 Biodiversity A question was asked by Baroness Miller of Chilthorne Domer and, after debate, answered by Lord De Mauley.
