Prayers were read by the Lord Bishop of Wakefield.

1 The Lord Bishop of Birmingham David Andrew Lord Bishop of Birmingham was introduced between the Lord Bishop of London and the Lord Bishop of Wakefield, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct.

2 Leave of Absence Leave of absence was granted to Lord Williams of Baglan for the remainder of this Parliament.

4 Public expenditure : value for money A question was asked by Lord Haskel and answered by Lord Sassoon.

5 Public expenditure: Members of Parliament A question was asked by Lord Grocott and answered by Lord McNally.

6 Small businesses: invoice payments A question was asked by Lord Harrison and answered by Baroness Wilcox.

7 Health: Spending Review 2010 A question was asked by Baroness Thornton and answered by Earl Howe.

8 Intelligence and Security Committee Lord Strathclyde moved that this House approves the nomination of Lord Butler of Brockwell as a member of the Intelligence and Security Committee. The motion was agreed to.

9 Superannuation Bill Lord Wallace of Saltaire moved that the bill be now read a second time. After debate, the motion was agreed to and the bill was committed to a Grand Committee.

10 Transport: investment Earl Attlee repeated a ministerial statement made in the House of Commons.

11 Scottish Parliament (Constituencies and Regions) Order 2010 Lord Wallace of Tankerness moved that the draft Order laid before the House on 1 July be approved. After debate, the motion was agreed to.

12 Home Energy Efficiency Scheme (England) (Amendment) Regulations 2010 Baroness Smith of Basildon moved this House takes note of the Home Energy Efficiency Scheme (England) (Amendment) Regulations 2010. After debate, the motion was agreed to.
