7 Parliamentary Voting System and Constituencies Bill A bill to make provision for a referendum on the voting system for parliamentary elections and to provide for parliamentary elections to be held under the alternative vote system if a majority of those voting in the referendum are in favour of that; to make provision about the number and size of parliamentary constituencies; and for connected purposes was brought from the Commons. It was read a first time and ordered to be printed. (HL Bill 26)

9 Higher education: funding and student finance Baroness Wilcox repeated a ministerial statement made in the House of Commons.

10 Subsidiarity assessment: food distribution (EUC Report) Lord Roper moved that this House takes note of the Report of the European Union Committee on the amended Commission proposal for a Regulation of the European Parliament and of the Council amending Council Regulations (EC) No 1290/2005 and (EC) No 1234/2007, as regards distribution of food products to the most deprived persons in the Union (COM(2010)486, Council Document 13435/10) (2nd Report, HL Paper 44). After debate, the motion was agreed to.

11 Subsidiarity assessment: food distribution (Reasoned opinion) Lord Roper moved to resolve that this House considers that the amended Commission proposal for a Regulation of the European Parliament and of the Council amending Council Regulations (EC) No 1290/2005 and (EC) No 1234/2007, as regards distribution of food products to the most deprived persons in the Union (COM(2010)486, Council Document 13435/10) does not comply with the principle of subsidiarity, for the reasons set out in the 2nd Report of the European Union Committee (HL Paper 44); and, in accordance with article 6 of the Protocol on the application of the principles of subsidiarity and proportionality, instructs the Clerk of the Parliaments to forward this reasoned opinion to the Presidents of the European institutions. The motion was agreed to.

12 Identity Documents Bill The bill was reported from the Grand Committee without amendment.

13 Private finance projects (EAC Report) Lord Vallance of Tummel moved that this House takes note of the Report of the Economic Affairs Committee on Private Finance Projects and off-balance sheet debt (First Report, Session 2009–10, HL Paper 63). After debate, the motion was agreed to.

14 European social fund (EUC Report) Baroness Howarth of Breckland moved that this House takes note of the Report of the European Union Committee on Making it work: the European Social Fund (9th Report, Session 2009–10, HL Paper 92). After debate, the motion was agreed to.
