4 Department of Health A question was asked by Lord Knight of Weymouth and answered by Earl Howe.
5 Welfare reform A question was asked by Lord Christopher and answered by Lord Freud.
6 Business of the House Lord Strathclyde moved that Standing Order 46 (No two stages of a Bill to be taken on one day) be dispensed with on Monday 22 November and Wednesday 24 November to allow the Finance (No. 2) Bill and the Equitable Life (Payments) Bill to be taken through all their remaining stages on those days. The motion was agreed to.
7 Business of the House Lord Strathclyde moved that Standing Order 40 (Arrangement of the Order Paper) be dispensed with today to allow the adjourned debate on the second reading of the Parliamentary Voting System and Constituencies Bill to be taken after the motion in the name of Lord Strathclyde. The motion was agreed to.
8 Public Bodies Bill [HL] Lord Taylor of Holbeach moved that it be an instruction to the Committee of the Whole House to which the Public Bodies Bill [HL] has been committed that they consider the bill in the following order:

9 Leader's Group on Members leaving the House: interim report Lord Strathclyde moved that this House takes note of the Interim Report from the Leader's Group on Members leaving the House (HL Paper 48). After debate, the motion was agreed to.
10 Redfern inquiry Lord Marland repeated a ministerial statement made in the House of Commons.
11 Parliamentary Voting System and Constituencies Bill The debate on the motion that the bill be now read a second time was resumed. After further debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.
