Prayers were read by the Lord Bishop of Lincoln.
1 Lord Green of Hurstpierpoint Stephen Keith Green, Esquire, having been created Baron Green of Hurstpierpoint, of Hurstpierpoint in the County of West Sussex, for life by Letters Patent dated 16 November 2010, was introduced between Lord Griffiths of Fforestfach and Baroness Warwick of Undercliffe, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)
2 The Marquess of Lothian (Lord Kerr of Monteviot) The Most Hon Michael Andrew Foster Jude Marquess of Lothian PC, QC, having been created Baron Kerr of Monteviot, of Monteviot in Roxburghshire, for life by Letters Patent dated 22 November 2010, was introduced between Lord Fraser of Carmyllie and Lord Lang of Monkton, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 2)

10 Legislative and Regulatory Reform (Regulatory Functions) (Amendment) Order 2010 Lord Henley moved that the draft Order laid before the House on 21 October be approved. The motion was agreed to.
11 Producer Responsibility Obligations (Packaging Waste) (Amendment) Regulations 2010 Lord Henley moved that the draft Order laid before the House on 26 October be approved. The motion was agreed to.
12 Finance (No. 2) Bill Lord Sassoon moved that the bill be now read a second time. After debate, the motion was agreed to and the Committee was negatived. Then, Standing Order 46 having been dispensed with, the bill was read a third time and passed.
