Prayers were read by the Lord Bishop of Lincoln.

1 The Lord Bishop of Oxford John Lawrence Lord Bishop of Oxford was introduced between the Lord Bishop of Newcastle and the Lord Bishop of Lincoln, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct.

2 Lord Hennessy of Nympsfield Peter John Hennessy, Esquire, having been created Baron Hennessy of Nympsfield, of Nympsfield in the County of Gloucestershire, for life by Letters Patent dated 8 November 2010, was introduced between Lord Radice and Baroness Shephard of Northwold, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. 8 Mutilations (Permitted Procedures) (England) (Amendment) Regulations 2010 Lord Strathclyde moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

9 Welfare of Farmed Animals (England) (Amendment) Regulations 2010 Lord Strathclyde moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

10 Road Safety (Financial Penalty Deposit) (Appropriate Amount) (Amendment) Order 2010 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

11 Post Office Network Subsidy Scheme (Amendment) Order 2010 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

12 National Minimum Wage (Amendment) (No. 2) Regulations 2010 Lord Strathclyde moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

13 Parliamentary Voting System and Constituencies Bill Lord Strathclyde, on behalf of Lord McNally, moved that it be an instruction to the Committee of the Whole House to which the Parliamentary Voting System and Constituencies Bill has been committed that they consider the bill in the following order:

14 Budget Responsibility and National Audit Bill [HL] Lord Sassoon moved that it be an instruction to the Grand Committee to which the Budget Responsibility and National Audit Bill [HL] has been committed that they consider the bill in the following order:

15 Liaison The Chairman of Committees moved that the Report from the Select Committee on new proposals for committee activity (2nd Report, HL Paper 61) be agreed to. The motion was agreed to.

16 Health and safety: Common Sense Common Safety (3½-hour debate) Lord Young of Graffham moved for papers relating to the report to the Prime Minister Common Sense Common Safety on the operation of health and safety laws and the growth of the compensation culture. After debate, the motion was withdrawn.

17 Local Government Bill [HL] The bill was returned from the Commons agreed to.

18 Railways: investment Earl Attlee repeated a ministerial statement made in the House of Commons.

19 Police (1½-hour debate) Viscount Bridgeman moved for papers relating to the role of the police. After debate, the motion was withdrawn.

20 National Assembly for Wales Referendum (Assembly Act Provisions) (Referendum Question, Date of Referendum Etc.) Order 2010 Lord Wallace of Tankerness moved that the draft Order laid before the House on 21 October be approved. After debate, the motion was agreed to.

21 National Assembly for Wales Referendum (Assembly Act Provisions) (Limit on Referendum Expenses Etc.) Order 2010 Lord Wallace of Tankerness moved that the draft Order laid before the House on 21 October be approved. The motion was agreed to.

22 National Assembly for Wales (Legislative Competence) (Amendment of Schedule 7 to the Government of Wales Act 2006) Order 2010 Lord Wallace of Tankerness moved that the draft Order laid before the House on 21 October be approved. The motion was agreed to.
