1 Procedure of the House
The following Report from the Select Committee was made and ordered to be printed:

Motions to fill Select Committee vacancies en bloc; Marine Policy Statement; Thursday debates; introductions; topical oral questions; oral statements. (3rd Report, HL Paper 71) (See Appendix)

Public Business

2 Housing benefit A question was asked by Lord Knight of Weymouth, on behalf of Baroness Morgan of Drefelin, and answered by Lord Freud.

3 Police: retirement A question was asked by Lord Hunt of Kings Heath and answered by Baroness Neville-Jones.

4 Schools: pupil premium A question was asked by Baroness Williams of Crosby and answered by Lord Hill of Oareford.

5 Parliament Act 1911: centenary A question was asked by Lord Roberts of Llandudno and answered by Lord Strathclyde.

6 National Security Strategy The Chairman of Committees moved that a Select Committee of ten members be appointed to join with a Committee appointed by the Commons as the Joint Committee on the National Security Strategy, to consider the National Security Strategy:

  4. L Harris of Haringey
  5. L Lee of Trafford

That the Committee have power to agree with the Committee appointed by the Commons in the appointment of a Chairman;

That the Committee have power to send for persons, papers and records;

That the Committee have power to adjourn from place to place in the United Kingdom;

That the Committee have leave to report from time to time;

That the reports of the Committee shall be printed, regardless of any adjournment of the House;

That the Committee have power to appoint specialist advisers; and

That the evidence taken by the Committee shall, if the Committee so wishes, be published.

The motion was agreed to.

7 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 5. Amendment 5 was agreed to (see division list 1). Amendment 15 was disagreed to (see division list 2). The House resumed.

8 Arctic ice cap A question was asked by Lord Jay of Ewelme and, after debate, answered by Lord Howell of Guildford.

The House adjourned. The House resumed.

9 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 18. The House resumed after amendment 20.

The House adjourned at 10.02pm until Tuesday 7 December at 2.30pm.

Grand Committee Business

The Grand Committee met in the Moses Room at 3.30pm.

Budget Responsibility and National Audit Bill [HL] The Grand Committee further considered the bill, beginning with amendment 20. The Committee adjourned after clause 8 was agreed to.
