3 European single market A question was asked by Lord Rosser, on behalf of Lord Tomlinson, and answered by Baroness Wilcox.

4 Houses of Parliament: access during demonstrations A question was asked by Baroness Knight of Collingtree and answered by Lord Wallace of Saltaire.

5 Business of the House Lord McNally, on behalf of Lord Strathclyde, moved that the debates on the motions in the names of Lord Pendry and Baroness Thornton set down for today shall each be limited to 2½ hours. The motion was agreed to.

6 European Union (Definition of Treaties) (Partnership and Cooperation Agreement) (Republic of Indonesia) Order 2010 Lord McNally, on behalf of Lord Strathclyde, moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

7 Police and Criminal Evidence Act 1984 (Codes of Practice) (Revision of Codes A, B and D) Order 2010 Lord McNally, on behalf of Lord Strathclyde, moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

8 Crime (International Co-operation) Act 2003 (Designation of Participating Countries) (England, Wales and Northern Ireland) (No. 2) Order 2010 Lord McNally, on behalf of Lord Strathclyde, moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

9 Export Control (Amendment) (No. 3) Order 2010 Lord McNally, on behalf of Lord Strathclyde, moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

10 Sport: health and well-being of children and young people (2½-hour debate) Lord Pendry moved for papers relating to the role of sport in the health and wellbeing of children and young people. After debate, the motion was withdrawn.

11 Local authority grants: impact of cuts (2½-hour debate) Baroness Thornton moved for papers relating to the impact of cuts in grants to local authorities on the provision of social care and other public services. After debate, the motion was withdrawn.

12 Budget Responsibility and National Audit Bill [HL] The bill was reported from the Grand Committee without amendment.

13 Scottish Parliament (Elections etc.) Order 2010 Lord Wallace of Tankerness moved that the draft Order laid before the House on 25 October be approved. After debate, the motion was agreed to.

Budget Responsibility and National Audit Bill [HL] The Grand Committee further considered the bill, beginning with amendment 40. It was ordered that the bill be reported without amendment.
