Prayers were read by the Lord Bishop of Blackburn.
1 Lord Lingfield Sir Robert George Alexander Balchin, Knight, having been created Baron Lingfield, of Lingfield in the County of Surrey, for life by Letters Patent dated in the forenoon of 17 December 2010, was introduced between Lord Wakeham and Lord Boyce, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)
2 Lord Feldman of Elstree Andrew Simon Feldman, Esquire, having been created Baron Feldman of Elstree, of Elstree in the County of Hertfordshire, for life by Letters Patent dated in the afternoon of 17 December 2010, was introduced between Lord Harris of Peckham and Lord Wolfson of Aspley Guise, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 2)
3 Lord Dobbs Michael John Dobbs, Esquire, having been created Baron Dobbs, of Wylye in the County of Wiltshire, for life by Letters Patent dated in the forenoon of 18 December 2010, was introduced between Lord Tebbit and Lord Hunt of Wirral, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 3)

4 Private Bills The Examiners certified that the Standing Orders which are applicable to the petitions for the following bills have been complied with:

9 Business of the House Lord Strathclyde moved that Standing Order 46 (No two stages of a Bill be taken on one day) be dispensed with tomorrow to allow the Loans to Ireland Bill to be taken through all its remaining stages that day. The motion was agreed to.
10 HIV and AIDS in the United Kingdom The Chairman of Committees moved that a Select Committee be appointed to consider HIV and AIDS in the United Kingdom, and that, as proposed by the Committee of Selection, the following members be appointed to the Committee:

That the Report of the Committee shall be printed, regardless of any adjournment of the House.

18 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 45ZA. The House resumed after clause 9 was agreed to.
