Prayers were read by the Lord Bishop of Derby.

1 Viscountcy of Colville of Culross in the Peerage of the United Kingdom The Petition of Charles Mark Townshend Colville claiming to have succeeded to the Viscountcy of Colville of Culross in the Peerage of the United Kingdom and praying that the Clerk of the Parliaments might be directed to enter the petitioner as Viscount Colville of Culross on the register of hereditary peers maintained under Standing Order 10(5) was presented and was referred to the Lord Chancellor for a report to the House pursuant to Standing Order 11.

2 Lord Cormack Sir Patrick Thomas Cormack, Knight, having been created Baron Cormack, of Enville in the County of Staffordshire, for life by Letters Patent dated in the afternoon of 18 December 2010, was introduced between Lord Crathorne and Lord Lamont of Lerwick, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)

3 Lord Sharkey John Kevin Sharkey, Esquire, having been created Baron Sharkey, of Niton Undercliff in the County of Isle of Wight, for life by Letters Patent dated in the forenoon of 20 December 2010, was introduced between Baroness Scott of Needham Market and Baroness Bonham-Carter of Yarnbury, made and subscribed the solemn affirmation and signed an undertaking to abide by the Code of Conduct. (See Appendix 2)

7 Peers A question was asked by Lord Selsdon and answered by Lord Strathclyde.

8 Prisoners: diet A question was asked by Lord Sheldon and answered by Lord McNally.

9 Universities: alternative medicine A question was asked by Lord Taverne and answered by Lord Henley.

10 Africa: Ivory Coast A question was asked by Baroness Falkner of Margravine and answered by Lord Howell of Guildford.

11 European Union (Definition of Treaties) (Partnership and Cooperation Agreement) (Republic of Indonesia) Order 2010 Lord Howell of Guildford moved that the draft Order laid before the House on 15 November be approved. The motion was agreed to.

12 Welfare of Farmed Animals (England) (Amendment) Regulations 2010 Lord Henley moved that the draft Order laid before the House on 8 November be approved. The motion was agreed to.

13 Mutilations (Permitted Procedures) (England) (Amendment) Regulations 2010 Lord Henley moved that the draft Order laid before the House on 8 November be approved. The motion was agreed to.

14 Re-Export Controls Bill [HL] The order of commitment was discharged.

15 Identity Documents Bill The Commons reason was considered. Baroness Neville-Jones moved that the House do not insist on its amendment to which the Commons have disagreed for the reason given. After debate, Lord Hunt of Kings Heath moved that further debate be adjourned. The motion was agreed to (see division list).

The House adjourned. The House resumed.

16 Consolidated Fund Bill Lord Sassoon moved that the bill be now read a second time. The motion was agreed to and the Committee was negatived. Then, Standing Order 46 having been dispensed with, the bill was read a third time and passed.

17 Loans to Ireland Bill Lord Sassoon moved that the bill be now read a second time. After debate, the debate was adjourned.

18 Identity Documents Bill The debate on the motion that the House do not insist on its amendment to which the Commons have disagreed for the reason given was resumed. The motion was agreed to.

19 Loans to Ireland Bill The second reading debate was resumed. After debate, the motion was agreed to and the Committee was negatived. Then, Standing Order 46 having been dispensed with, the bill was read a third time and passed.

20 Public Bodies Bill [HL] The bill was further considered in Committee, beginning with amendment 27. The House resumed after amendment 30.

21 Royal Assent The Deputy Speaker (Lord Faulkner of Worcester) notified the Queen’s Assent to the following Acts:
