Prayers were read by the Lord Bishop of Derby.
1 Baroness Stowell of Beeston Tina Wendy Stowell, MBE, having been created Baroness Stowell of Beeston, of Beeston in the County of Nottinghamshire, for life by Letters Patent dated in the forenoon of 10 January 2011, was introduced between Lord Coe and Lord Hill of Oareford, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)
2 Lord Strasburger Paul Cline Strasburger, Esquire, having been created Baron Strasburger, of Langridge in the County of Somerset, for life by Letters Patent dated in the afternoon of 10 January 2011, was introduced between Lord Oakeshott of Seagrove Bay and Baroness Scott of Needham Market, made and subscribed the solemn affirmation and signed an undertaking to abide by the Code of Conduct. (See Appendix 2)

10 Energy Bill [HL] Lord Marland moved that it be an instruction to the Grand Committee to which the Energy Bill [HL] has been committed that they consider the bill in the following order:

Schedule 2
Clauses 86 to 102
Schedule 3
Clauses 103 to 105.
The motion was agreed to.
11 Re-Export Controls Bill [HL] The bill was read a third time and passed and sent to the Commons.
12 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 55. Amendment 58ZZZB was disagreed to (see division list). The House resumed.
13 Health: maternal health A question was asked by Lord Patel and, after debate, answered by Baroness Verma.
The House adjourned. The House resumed.
14 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 58ZZZD. An amendment was agreed to. The House resumed after clause 10 was agreed to.
