Prayers were read by the Lord Bishop of Wakefield.

1 Lord Loomba Rajinder Paul Loomba, Esquire, CBE, having been created Baron Loomba, of Moor Park in the County of Hertfordshire, for life by Letters Patent dated in the afternoon of 12 January 2011, was introduced between Lord McNally and Lord Dholakia, made and subscribed the solemn affirmation and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)

2 Lord Ahmad of Wimbledon Tariq Mahmood Ahmad, Esquire, having been created Baron Ahmad of Wimbledon, of Wimbledon in the London Borough of Merton, for life by Letters Patent dated in the forenoon of 13 January 2011, was introduced between Baroness Warsi and Lord Howard of Lympne, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. 4 Clerk of the Parliaments Lord Strathclyde informed the House that Her Majesty had been pleased to appoint Mr David Richard Beamish to the office of Clerk of the Parliaments on the retirement of Mr Michael Graham Pownall on 15 April 2011.

5 Legislation A question was asked by Lord Phillips of Sudbury and answered by Lord McNally.

6 Post offices A question was asked by Lord Naseby and answered by Baroness Wilcox.

7 Tourism A question was asked by Lord Addington and answered by Baroness Garden of Frognal.

8 Embassies: European Union External Action Service A question was asked by Lord Lamont of Lerwick and answered by Lord Howell of Guildford.

9 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 58A. Amendment 58A was negatived. The House resumed for a statement.

10 Tunisia Lord Howell of Guildford repeated as a ministerial statement the answer given to an Urgent Question in the House of Commons.

The House adjourned. The House resumed.

11 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 59. A motion that the question on amendment 59 be now put was agreed to (see division list 1). Amendment 59 was disagreed to (see division list 2). Motions that the House do now resume were disagreed to (see division lists 3, 4 and 5). Amendment 63YA was negatived. The House resumed after amendment 63ZA.

The House adjourned at 12.52pm on Tuesday 18 January until 2.15pm the same day.

Grand Committee Business

The Grand Committee met in the Moses Room at 3.30pm.

Energy Bill [HL] The Grand Committee considered the bill. The Committee adjourned after amendment 10.
