House of Lords Journal

The Journal is the formal and authoritative summary record of the proceedings of the House of Lords. Each Journal contains the attendance, minutes (including voting lists) and papers, along with some committee reports, for every day the House sat during a parliamentary session. Each sessional volume is indexed.

Journal for 18 January 2011

Prayers were read by the Lord Bishop of Wakefield.

1 Lord Edmiston Robert Norman Edmiston, Esquire, having been created Baron Edmiston, of Lapworth in the County of Warwickshire, for life by Letters Patent dated in the forenoon 14 January 2011, was introduced between Lord Marland and Lord Howard of Lympne, made and subscribed the solemn affirmation and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)

2 Lord Framlingham Sir Michael Nicholson Lord, Knight, having been created Baron Framlingham, of Eye in the County of Suffolk, for life by Letters Patent dated in the afternoon 14 January 2011, was introduced between Lord Geddes and Baroness Boothroyd, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 2)

3 Lord Wood of Anfield Stewart Martin Wood, Esquire, having been created Baron Wood of Anfield, of Tonbridge in the County of Kent, for life by Letters Patent dated in the forenoon 15 January 2011, was introduced between Lord Kinnock and Baroness Nye, made and subscribed the solemn affirmation and signed an undertaking to abide by the Code of Conduct. (See Appendix 3)

The following Reports from the Select Committee were made and ordered to be printed:

Money laundering: data protection for suspicious activity reports (6th Report, HL Paper 82)
Future inter-parliamentary scrutiny of EU foreign, defence and security policy (7th Report, HL Paper 85).

The 18th Report from the Select Committee was made and ordered to be printed. (HL Paper 84)

6 Human Rights
The following Report from the Joint Committee was made and ordered to be printed:

7 Deficit reduction A question was asked by Lord Barnett and answered by Lord Sassoon.

8 Defence Medical Rehabilitation Centre A question was asked by Lord Selkirk of Douglas and answered by Lord Astor of Hever.

9 Birds: farmland populations A question was asked by Lord Rotherwick and answered by Lord Henley.

10 Egypt: religious minorities A question was asked by Baroness Cox and answered by Lord Howell of Guildford.

11 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 63A. The House resumed after amendment 65A.
