Prayers were read by the Lord Bishop of Wakefield.
1 Lord Empey Sir Reginald Norman Morgan Empey, Knight, OBE, having been created Baron Empey, of Shandon in the City and County Borough of Belfast, for life by Letters Patent dated in the afternoon of 15 January 2011, was introduced between Lord Rogan and Lord Trimble, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)
2 Lord Palmer of Childs Hill Monroe Edward Palmer, Esquire, OBE, having been created Baron Palmer of Childs Hill, of Childs Hill in the London Borough of Barnet, for life by Letters Patent dated in the forenoon of 17 January 2011, was introduced between Lord Dholakia and Lord Carlile of Berriew, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 2)

11 Constitution The Chairman of Committees moved that Lord Rennard be appointed a member of the Select Committee in place of Baroness Falkner of Margravine, resigned. The motion was agreed to.
12 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 65B. A motion that the question on amendment 65B be now put was agreed to (see division list 1). Amendment 65B was disagreed to (see division list 2). Lord Bach moved that the House do now resume. After debate, the motion was withdrawn. Amendment 66 was agreed to (see division list 3). The House resumed.
