Prayers were read by the Lord Bishop of Wakefield.

1 Lord Empey Sir Reginald Norman Morgan Empey, Knight, OBE, having been created Baron Empey, of Shandon in the City and County Borough of Belfast, for life by Letters Patent dated in the afternoon of 15 January 2011, was introduced between Lord Rogan and Lord Trimble, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)

2 Lord Palmer of Childs Hill Monroe Edward Palmer, Esquire, OBE, having been created Baron Palmer of Childs Hill, of Childs Hill in the London Borough of Barnet, for life by Letters Patent dated in the forenoon of 17 January 2011, was introduced between Lord Dholakia and Lord Carlile of Berriew, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. 5 Inflation A question was asked by Lord Spicer and answered by Lord Sassoon.

6 Stem cell research A question was asked by Lord Harries of Pentregarth and answered by Baroness Wilcox.

7 Police: crime rates A question was asked by Lord Hunt of Kings Heath and answered by Lord Wallace of Saltaire.

8 Financial services: shareholder engagement A question was asked by Lord McFall of Alcluith and answered by Lord Sassoon.

9 Fixed-term Parliaments Bill A bill to make provision about the dissolution of Parliament and the determination of polling days for parliamentary general elections; and for connected purposes was brought from the Commons. It was read a first time and ordered to be printed. (HL Bill 40)

10 Fixed-term Parliaments Bill The Explanatory Notes on the bill were ordered to be printed. (HL Bill 40–EN)

11 Constitution The Chairman of Committees moved that Lord Rennard be appointed a member of the Select Committee in place of Baroness Falkner of Margravine, resigned. The motion was agreed to.

12 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 65B. A motion that the question on amendment 65B be now put was agreed to (see division list 1). Amendment 65B was disagreed to (see division list 2). Lord Bach moved that the House do now resume. After debate, the motion was withdrawn. Amendment 66 was agreed to (see division list 3). The House resumed.

13 Sustainable local transport Earl Attlee repeated a ministerial statement made in the House of Commons.

The House adjourned. The House resumed.

14 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 66ZA. A motion that the House do now resume was disagreed to (see division list 4). The House resumed after amendment 67C.

The House adjourned at 3.03am on Thursday 20 January until 10.45am the same day.

Grand Committee Business

The Grand Committee met in the Moses Room at 3.53pm.

Energy Bill [HL] The Grand Committee further considered the bill, beginning with amendment 10A. Amendments were considered. The Committee adjourned after clause 32 was agreed to.
