Prayers were read by the Lord Bishop of Hereford.
1 Lord Dannatt General Sir Francis Richard Dannatt, GCB, CBE, MC, having been created Baron Dannatt, of Keswick in the County of Norfolk, for life by Letters Patent dated in the forenoon of 19 January 2011, was introduced between Lord Bramall and Lord Bilimoria, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)
2 Lord Wigley The Rt Hon. Dafydd Wynne Wigley, having been created Baron Wigley, of Caernarfon in the County of Gwynedd, for life by Letters Patent dated in the afternoon of 19 January 2011, was introduced between Lord Elis-Thomas and Lord Faulkner of Worcester, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 2)
3 Lord Collins of Highbury Raymond Edward Harry Collins, Esquire, having been created Baron Collins of Highbury, of Highbury in the London Borough of Islington, for life by Letters Patent dated in the forenoon of 20 January 2011, was introduced between Baroness Prosser and Baroness Jones of Whitchurch, made and subscribed the solemn affirmation and signed an undertaking to abide by the Code of Conduct. (See Appendix 3)

6 Constitutional reform: referendums A question was asked by Lord Grocott and answered by Lord McNally.

8 Bill of Rights A question was asked by Lord Wills and answered by Lord McNally.
9 Bangladesh: Rapid Action Battalion A question was asked by Lord Judd and answered by Lord Howell of Guildford.
10 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 68. The House resumed.
11 Housing Benefit (Amendment) Regulations 2010 Lord Knight of Weymouth moved that a Humble Address be presented to Her Majesty praying that the Regulations, laid before the House on 30 November 2010, be annulled. After debate, the motion was withdrawn.
12 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 71B. Amendment 74BA was agreed to. The House resumed after amendment 74C.
