1 Baroness King of Bow Oona Tamsyn King, having been created Baroness King of Bow, of Bow in the London Borough of Tower Hamlets, for life by Letters Patent dated in the afternoon of 26 January 2011, was introduced between Lord Alli and Baroness Kinnock of Holyhead, made and subscribed the solemn affirmation and signed an undertaking to abide by the Code of Conduct. 3 Lord Noon Sir Gulam Kaderbhoy Noon, Knight, MBE, having been created Baron Noon, of St John’s Wood in the London Borough of Camden, for life by Letters Patent dated in the afternoon of 27 January 2011, was introduced between Baroness Jay of Paddington and Lord Sainsbury of Turville, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 3)

4 Viscountcy of Colville of Culross in the Peerage of the United Kingdom The Lord Chancellor reported that Charles Mark Townshend Colville had established his succession to the Viscountcy of Colville of Culross in the Peerage of the United Kingdom. The Clerk of the Parliaments was accordingly directed to enter Viscount of Colville of Culross on the register of hereditary peers maintained under Standing Order 10(5).

5 Airports: Heathrow A question was asked by Lord Gavron and answered by Earl Attlee.

6 Employment law A question was asked by Baroness Turner of Camden and answered by Baroness Wilcox.

7 Monetary Policy Committee A question was asked by Lord Myners and answered by Lord Sassoon.

8 Cluster Munitions (Prohibitions) Act 2010 A question was asked by Baroness Williams of Crosby and answered by Lord Howell of Guildford.

9 Budget Responsibility and National Audit Bill [HL] The report was received. Amendments were agreed to. It was ordered that the bill, as amended, be printed. (HL Bill 42)

10 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 94. The House resumed.

11 Egypt Lord Howell of Guildford repeated a ministerial statement made in the House of Commons.

12 Parliamentary Voting System and Constituencies Bill The bill was further considered in Committee, beginning with amendment 95. The House resumed after amendment 107A was agreed to.

The House adjourned at 10.08pm until Tuesday 1 February at 2.15pm.

Grand Committee Business

The Grand Committee met in the Moses Room at 3.30pm.

Energy Bill [HL] The Grand Committee further considered the bill, beginning with amendment 30ZA. The Committee adjourned after clause 97 was agreed to.
