Prayers were read by the Lord Bishop of Guildford.
1 Lord Gold David Laurence Gold, Esquire, having been created Baron Gold, of Westcliff-on-Sea in the County of Essex, for life by Letters Patent dated in the afternoon of 1 February 2011, was introduced between Lord Brittan of Spennithorne and Baroness Bottomley of Nettlestone, made and subscribed the solemn affirmation and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)
2 Lord Storey Michael John Storey, Esquire, CBE, having been created Baron Storey, of Childwall in the City of Liverpool, for life by Letters Patent dated in the forenoon of 2 February 2011, was introduced between Baroness Williams of Crosby and Lord Rennard, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 2)

3 Congo: International Crisis Group report A question was asked by the Lord Bishop of Winchester and answered by Lord Wallace of Saltaire.
4 Palestine A question was asked by Baroness Tonge and answered by Lord Wallace of Saltaire.
5 Consumer credit A question was asked by Lord Kennedy of Southwark and answered by Baroness Wilcox.
6 European Union emissions trading scheme A question was asked by Lord Bradshaw and answered by Lord Marland.
7 Business of the House Lord McNally, on behalf of Lord Strathclyde, moved that the debate on the motion in the name of Lord Northbourne set down for today shall be limited to 2½ hours and that in the name of the Earl of Clancarty to 3 hours. The motion was agreed to.
8 Children: parenting for success in school (2½-hour debate) Lord Northbourne moved for papers relating to the role of good early parenting in preparing a child for success in school. After debate, the motion was withdrawn.
9 Arts: funding (3-hour debate) The Earl of Clancarty moved for papers relating to public funding for the arts. After debate, the motion was withdrawn.
10 Investment Bank Special Administration Regulations 2011 Lord Sassoon moved that the draft Regulations laid before the House on 10 January be approved. After debate, the motion was agreed to.
11 Investment Bank (Amendment of Definition) Order 2011 Lord Sassoon moved that the draft Order laid before the House on 10 January be approved. The motion was agreed to.
