Prayers were read by the Lord Bishop of Wakefield.

1 Lord Stephen Nicol Ross Stephen, Esquire, having been created Baron Stephen, of Lower Deeside in the City of Aberdeen, for life by Letters Patent dated in the afternoon of 2 February 2011, was introduced between Lord Steel of Aikwood and Lord Wallace of Tankerness, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix)

3 Agriculture: dairy industry A question was asked by the Lord Bishop of Wakefield and answered by Lord Henley.

7 Budget Responsibility and National Audit Bill [HL] Baroness Anelay of St Johns signified the Queen's consent. The bill was read a third time. A privilege amendment was agreed to. Then, after debate, the bill was passed and sent to the Commons.

8 Parliamentary Voting System and Constituencies Bill Lord McNally moved that the amendments for the Report stage be marshalled and considered in the following order:

Schedules 10 and 11.

The motion was agreed to.

9 Parliamentary Voting System and Constituencies Bill After debate, the report was received. Amendment A1 was agreed to (see division list 1). Amendment 5 was disagreed to (see division list 2). Amendments were agreed to. The report stage was adjourned after amendment 16H.
