2 Constitution
The following Report from the Select Committee was made and ordered to be printed:

Public Business

3 Monetary Policy Committee A question was asked by Lord Barnett and answered by Lord Sassoon.

4 France: bilateral defence co-operation A question was asked by Lord Anderson of Swansea and answered by Lord Howell of Guildford.

5 Visas A question was asked by Lord Clement-Jones and answered by Earl Attlee.

6 Egypt: Mubarak family assets A question was asked by Lord Oakeshott of Seagrove Bay, on behalf of Baroness Williams of Crosby, and answered by Lord Sassoon.

7 Control of Donations and Regulation of Loans etc. (Extension of the Prescribed Period) (Northern Ireland) Order 2011 Lord Shutt of Greetland moved that the draft Order laid before the House on 17 January be approved. The motion was agreed to.

8 Parliamentary Voting System and Constituencies Bill The bill was returned from the Commons on Tuesday 15 February agreed to with reasons and amendments. The Commons reasons and amendments were printed in accordance with Standing Order 50(2) (HL Bill 48). The reasons and amendments were considered forthwith.

Motion A Lords amendments 1 and 8 were insisted on (see division list 1).

Motion B Lords amendments 16 and 19 were not insisted on (see division list 2).

Motion C Lords amendments 17 and 20 were not insisted on and amendments 20A to 20E in lieu were agreed to.

A Committee was appointed to propose a reason. The following Lords were members of the Committee:

Lord McNally
Lord Pannick
Lord Rooker

The Committee proposed the following reason for insisting on Lords Amendments 1 and 8:

"Because it is appropriate to make provision about the proportion of the electorate which should vote in the referendum for the result to be binding".

The reason was agreed to. The bill was returned to the Commons with amendments and a reason.

9 Postal Services Bill Baroness Wilcox moved that the bill be now read a second time. After debate, the motion was agreed to.

10 Sex Offenders Register Baroness Neville-Jones repeated a ministerial statement made in the House of Commons.

The House adjourned. The House resumed.

11 Parliamentary Voting System and Constituencies Bill The bill was returned from the Commons with an amendment. The amendment was considered forthwith.

Motion A Lords amendments 1 and 8 were not further insisted on and Commons Amendment 1C in lieu was agreed to (see division list 3).

12 Royal Assent The Lord Speaker (Baroness Hayman) notified the Queen’s Assent to the following Act:
