Prayers were read by the Lord Bishop of Newcastle.

1 Earldom of Lloyd-George of Dwyfor in the Peerage of the United Kingdom The Lord Chancellor reported that David Richard Owen Lloyd George had established his succession to the Earldom of Lloyd-George of Dwyfor. The Clerk of the Parliaments was accordingly directed to enter Earl Lloyd-George of Dwyfor on the register of hereditary peers maintained under Standing Order 10(5).

2 Leave of Absence Leave of absence was granted to Lord Bridges for the remainder of this Parliament.

Public Business

3 Health Visitor service A question was asked by Lord Northbourne and answered by Earl Howe.

4 Botswana: bushmen of the Central Kalahari Game Reserve A question was asked by Lord Pearson of Rannoch and answered by Lord Wallace of Saltaire.

5 House of Lords: membership A question was asked by Lord Lamont of Lerwick and answered by Lord Strathclyde.

6 Health: sickle-cell disease A question was asked by Baroness Benjamin and answered by Earl Howe.

7 National Insurance Contributions Bill The report was received. Amendment 2 was disagreed to (see division list).

8 Japan and the Middle East Lord Strathclyde repeated a ministerial statement made in the House of Commons.

9 Postal Services Bill The bill was further considered in Committee, beginning with amendment 8. Amendments were considered. The House resumed.

10 Social Security Benefits Up-rating Order 2011 Lord Freud moved that the draft Order laid before the House on 3 February be approved. After debate, the motion was agreed to.

11 Guaranteed Minimum Pensions Increase Order 2011 Lord Freud moved that the draft Order laid before the House on 3 February be approved. The motion was agreed to.

12 Postal Services Bill The bill was further considered in Committee, beginning with amendment 13. The House resumed after amendment 17.
