3 Northern Ireland: Bill of Rights A question was asked by Lord Smith of Clifton and answered by Lord Shutt of Greetland.

4 House of Lords: life peerages A question was asked by Lord Grocott and answered by Lord Strathclyde.

5 Shipping: piracy A question was asked by Lord Naseby and answered by Lord Howell of Guildford.

6 Police: expenditure cuts A question was asked by Lord Kennedy of Southwark and answered by Lord Wallace of Saltaire.

7 Warm Home Discount Regulations 2011 Lord Strathclyde moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

8 Export Control (Amendment) (No. 2) Order 2011 Lord Strathclyde moved that the Order be referred to a Grand Committee. The motion was agreed to.

9 Employment Equality (Repeal of Retirement Age Provisions) Regulations 2011 Lord Strathclyde moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

10 Patents County Court (Financial Limits) Order 2011 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

11 Immigration and Nationality (Fees) Regulations 2011 Lord Strathclyde moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

12 Licensing Act 2003 (Royal Wedding Licensing Hours) Order 2011 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

13 Equality Act 2010 (Public Authorities and Consequential and Supplementary Amendments) Order 2011 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

14 Energy Bill [HL] The bill was read a third time. Amendments were agreed to and a privilege amendment was agreed to. Then the bill was passed and sent to the Commons.

15 Fixed-term Parliaments Bill The bill was considered in Committee. Amendments were considered. The House resumed.

16 Pensions Bill [HL] The bill was reported from the Grand Committee with amendments. The bill, as amended, was ordered to be printed. (HL Bill 57)

17 Transfer of Functions (Dormant Accounts) Order 2010 Lord Hunt of Kings Heath moved to resolve that this House regrets that the Transfer of Functions (Dormant Accounts) Order 2010 (SI 2010/2967) makes a very limited amount of money available to the Big Society Bank in comparison to the cuts being made to voluntary organisations and youth services. After debate, the motion was disagreed to (see division list).

18 Fixed-term Parliaments Bill The bill was further considered in Committee beginning with amendment 5. The House resumed after amendment 10.

Pensions Bill [HL] The Grand Committee further considered the bill, beginning with amendment 42. Amendments were agreed to. It was ordered that the bill be reported with amendments.
