1 Barony of Windlesham in the Peerage of the United Kingdom The Petition of the Honourable James Rupert Hennessy claiming to have succeeded to the Barony of Windlesham in the Peerage of the United Kingdom and praying that the Clerk of the Parliaments might be directed to enter the petitioner as Lord Windlesham on the register of hereditary peers maintained under Standing Order 10(5) was presented and was referred to the Lord Chancellor for a report to the House pursuant to Standing Order 11.

2 Justice: judicial appointments A question was asked by Lord Marks of Henley-on-Thames and answered by Lord McNally.
3 Inflation A question was asked by Lord Barnett and answered by Lord Sassoon.
4 Sex offenders register A question was asked by Lord Hunt of Kings Heath and answered by Baroness Neville-Jones.
5 Bahrain A question was asked by Baroness Falkner of Margravine and answered by Lord Howell of Guildford.
6 Human Trafficking (Further Provisions and Support for Victims) Bill [HL] Lord McColl of Dulwich presented a bill to make provision about human trafficking offences, measures to prevent and combat human trafficking and the provision of support for victims of human trafficking. It was read a first time and ordered to be printed. (HL Bill 58)
7 Business of the House Lord Strathclyde moved that the debates on the motions in the names of Baroness Williams of Crosby and Baroness Walmsley set down for today shall each be limited to 2½ hours. The motion was agreed to.
8 Draft Detention of Terrorist Suspects (Temporary Extension) Bills The Chairman of Committees moved that the Commons message of 16 March be considered and that a Committee of six Lords members be appointed to join with the Committee appointed by the Commons to consider and report on the draft Detention of Terrorist Suspects (Temporary Extension) Bills presented to both Houses on 11 February (Cm 8018) and that the Committee should report on the draft Bills by 9 June 2011;
That, as proposed by the Committee of Selection, the following members be appointed to the Committee:
- L Armstrong of Ilminster
- L Davies of Stamford
- L Faulks
- L Freeman
- L Goodhart
- B Liddell of Coatdyke;
That the Committee have power to agree with the Committee appointed by the Commons in the appointment of a Chairman;
That the Committee have power to send for persons, papers and records;
That the Committee have power to appoint specialist advisers;
That the Committee have leave to report from time to time;
That the Committee have power to adjourn from place to place within the United Kingdom;
That the reports of the Committee from time to time shall be printed, regardless of any adjournment of the House;
That the evidence taken by the Committee shall, if the Committee so wishes, be published; and
That the Committee meet with the Committee appointed by the Commons on Monday 21 March at 4.00pm.

9 European Union The Chairman of Committees moved that Lord Foulkes of Cumnock be appointed a member of the Select Committee in place of Lord Liddle, resigned. The motion was agreed to.
10 Public Bodies Bill [HL] Baroness Anelay of St Johns, on behalf of Lord Taylor of Holbeach, moved that the amendments for the Report stage be marshalled and considered in the following order:

11 Financial crime: legislation (2½-hour debate) Baroness Williams of Crosby moved for papers relating to the United Kingdom's record on legislation regarding bribery, tax avoidance, corruption and money laundering. After debate, the motion was withdrawn.
12 Children: early intervention (2½-hour debate) Baroness Walmsley moved for papers relating to the cost-effectiveness, and impact on quality of life, of early intervention in the first few years of a child’s life. After debate, the motion was withdrawn.
13 Passenger Name Record Directive: Opt-in (EUC Report) Lord Hannay of Chiswick moved that this House agrees the recommendation of the European Union Committee that Her Majesty’s Government should exercise their right, in accordance with the Protocol on the position of the United Kingdom and Ireland in respect of the Area of Freedom, Security and Justice, to take part in the adoption and application of the Proposal for a Directive of the European Parliament and of the Council on the use of Passenger Name Record data for the prevention, detection, investigation and prosecution of terrorist offences and serious crime (document 6007/11) (11th Report, HL Paper 113). After debate, the motion was agreed to.
