1 Legislative Reform (Epping Forest) Order 2011 The Chairman of Committees reported, pursuant to Private Business Standing Order 216, that in his opinion the draft order laid before the House today is such that, apart from the provisions of the Act authorising it to be made, it would require to be enacted by a private or hybrid bill.

Public Business

2 Agriculture: pigs A question was asked by Lord Hoyle and answered by Lord Henley.

3 HMS Endurance A question was asked by Baroness Hooper, on behalf of Viscount Montgomery of Alamein, and answered by Lord Astor of Hever.

4 Somalia A question was asked by Lord Anderson of Swansea and answered by Lord Howell of Guildford.

5 Disabled people: employment A question was asked by Baroness Turner of Camden and answered by Lord Freud.

6 Wreck Removal Convention Bill A bill to implement the Nairobi International Convention on the Removal of Wrecks 2007 was brought from the Commons. It was read a first time and ordered to be printed. (HL Bill 59)

8 Pensions Bill [HL] Lord Freud moved that the amendments for the Report stage be marshalled and considered in the following order:

9 Marine Licensing (Licence Application Appeals) Regulations 2011 Lord Henley moved that the draft Order laid before the House on 7 February be approved. The motion was agreed to.

10 Marine Licensing (Notices Appeals) Regulations 2011 Lord Henley moved that the draft Order laid before the House on 7 February be approved. The motion was agreed to.

11 Waste (England and Wales) Regulations 2011 Lord Henley moved that the draft Order laid before the House on 8 February be approved. The motion was agreed to.

12 Libya Lord Strathclyde made a ministerial statement.

13 Fixed-term Parliaments Bill The bill was further considered in Committee, beginning with amendment 11. Amendments were considered. The House resumed.

14 European Council Decision Lord Howell of Guildford moved that, in accordance with section 6 of the European Union (Amendment) Act 2008, this House approves Her Majesty’s Government’s intention to support the adoption of draft European Council Decision EUC 33/10. After debate, the motion was agreed to.

15 Fixed-term Parliaments Bill The bill was further considered in Committee, beginning with amendment 18. An amendment was agreed to. The House resumed after amendment 33.
