Prayers were read by the Lord Bishop of Exeter.

1 Lord Glendonbrook Sir Michael David Bishop, Knight, CBE, having been created Baron Glendonbrook, of Bowdon in the County of Cheshire, for life by Letters Patent dated in the forenoon of 1 February 2011, was introduced between Lord Tugendhat and Lord Baker of Dorking, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix)

10 Social Security (Contributions) (Re-rating) Order 2011 Lord Sassoon moved that the draft Order laid before the House on 3 February be approved. The motion was agreed to.

11 Greater Manchester Combined Authority Order 2011 Lord Taylor of Holbeach moved that the draft Order laid before the House on 7 February be approved. The motion was agreed to.

12 National Insurance Contributions Bill The bill was read a third time and passed.

13 European Union Bill Lord Howell of Guildford signified the Queen's consent. Then he moved that the bill be now read a second time. The debate on the motion was adjourned.

14 Student visas Earl Attlee repeated a ministerial statement made in the House of Commons.

15 Budget Responsibility and National Audit Bill [HL] The bill was returned from the Commons with a privilege amendment. The amendment was considered and agreed to.

16 Royal Assent The Deputy Speaker (Lord Geddes) notified the Queen’s Assent to the following Acts:

17 European Union Bill The second reading debate was resumed. After further debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.
