1 Earldom of Oxford and Asquith in the Peerage of the United Kingdom The Petition of Raymond Benedict Bartholomew Michael Asquith (commonly called Viscount Asquith) claiming to have succeeded to the Earldom of Oxford and Asquith in the Peerage of the United Kingdom and praying that the Clerk of the Parliaments might be directed to enter the petitioner as the Earl of Oxford and Asquith on the register of hereditary peers maintained under Standing Order 10(5) was presented and was referred to the Lord Chancellor for a report to the House pursuant to Standing Order 11.

5 Young people: custody A question was asked by Baroness Walmsley and answered by Lord McNally.

6 Hereditary Peers' By-election The Clerk of the Parliaments informed the House that Viscount Hanworth had been elected in accordance with the provisions of Standing Order 10 (Hereditary peers: by-elections) to fill the vacancy created by the death of Lord Strabolgi among the peers excepted from section 1 of the House of Lords Act 1999.

7 Draft Defamation Bill Lord Strathclyde moved that it is expedient that a joint committee of Lords and Commons be appointed to consider and report on the draft Defamation Bill presented to both Houses on 15 March (Cm 8020) and that the committee should report on the draft Bill by 19 July 2011. The motion was agreed to and a message was sent to the Commons.

8 Code of Recommended Practice on Local Authority Publicity Lord Strathclyde moved that the order of 10 March referring the Code of Recommended Practice to a Grand Committee be discharged. The motion was agreed to.

9 Local Authorities (Mayoral Elections) (England and Wales) (Amendment) Regulations 2011 Lord McNally moved that the draft Order laid before the House on 2 February be approved. The motion was agreed to.

10 Housing and Regeneration Act 2008 (Consequential Amendments to the Mobile Homes Act 1983) Order 2011 Baroness Hanham moved that the draft Order laid before the House on 31 January be approved. The motion was agreed to.

11 Mobile Homes Act 1983 (Amendment of Schedule 1 and Consequential Amendments) (England) Order 2011 Baroness Hanham moved that the draft Order laid before the House on 31 January be approved. The motion was agreed to.

12 Mobile Homes Act 1983 (Jurisdiction of Residential Property Tribunals) (England) Order 2011 Baroness Hanham moved that the draft Order laid before the House on 31 January be approved. The motion was agreed to.

13 Public Bodies Bill [HL] The report was received. Amendments were agreed to. Amendments 7 and 13 were disagreed to (see division lists 1 and 2). The report stage was adjourned.

17 Mission and Pastoral Measure The Lord Bishop of Exeter moved that this House do direct that, in accordance with the Church of England Assembly (Powers) Act 1919, the Mission and Pastoral Measure be presented to Her Majesty for the Royal Assent. The motion was agreed to.
