2 Prisons: Optional Protocol to the Convention Against Torture A question was asked by Lord Ramsbotham and answered by Lord McNally.

3 Railways: Cardiff Valley lines A question was asked by Lord Touhig and answered by Earl Attlee.

4 Energy: shale gas A question was asked by Lord Trefgarne and answered by Lord Marland.

5 Access to Justice Act 1999 (Destination of Appeals) (Family Proceedings) Order 2011 Lord McNally moved that the draft Order laid before the House on 3 February be approved. The motion was agreed to.

6 Family Procedure (Modification of Enactments) Order 2011 Lord McNally moved that the draft Order laid before the House on 28 February be approved. The motion was agreed to.

7 Data Protection (Subject Access Modification) (Social Work) (Amendment) Order 2011 Lord McNally moved that the draft Order laid before the House on 3 February be approved. The motion was agreed to.

8 Offshore Chemicals (Amendment) Regulations 2011 Lord Marland moved that the draft Regulations laid before the House on 10 January be approved. The motion was agreed to.

9 Offshore Petroleum Activities (Oil Pollution Prevention and Control) (Amendment) Regulations 2011 Lord Marland moved that the draft Regulations laid before the House on 10 January be approved. The motion was agreed to.

10 Renewables Obligation (Amendment) Order 2011 Lord Marland moved that the draft Order laid before the House on 9 February be approved. The motion was agreed to.

11 Tax Credits Up-rating Regulations 2011 Lord Sassoon moved that the draft Order laid before the House on 15 February be approved. The motion was agreed to.

12 Guardian's Allowance Up-rating Order 2011 Lord Sassoon moved that the draft Order laid before the House on 9 March be approved. The motion was agreed to.

13 Guardian's Allowance Up-rating (Northern Ireland) Order 2011 Lord Sassoon moved that the draft Order laid before the House on 15 February be approved. The motion was agreed to.

14 Road Vehicles (Powers to Stop) Regulations 2011 Lord Shutt of Greetland moved that the draft Order laid before the House on 1 February be approved. The motion was agreed to.

15 Public Bodies Bill [HL] The report stage was continued, beginning with amendment 20A. Amendments 20A and 26 were agreed to (see division lists 1 and 2). Further amendments were agreed to. Amendment 29A was disagreed to (see division list 3). The report stage was adjourned.

16 Draft Defamation Bill A message was brought from the Commons that they concur with the resolution of this House of 23 March relating to a Joint Committee to consider the draft Defamation Bill presented to both Houses on 15 March and that they have made the following orders:

That a Select Committee of six members be appointed to join with the Committee appointed by the Lords to consider the draft Bill.

That the Committee should report on the draft Bill by 19 July 2011.

That the Committee shall have power—
(i) to send for persons, papers and records;
(ii) to sit notwithstanding any adjournment of the House;
(iii) to report from time to time;
(iv) to appoint specialist advisers; and
(v) to adjourn from place to place within the United Kingdom.

17 London Local Authorities and Transport for London (No. 2) Bill [HL] The bill was read a third time. Amendments were agreed to. The bill was passed and sent to the Commons.

The House adjourned. The House resumed.

18 Public Bodies Bill [HL] The report stage was continued, beginning with amendment 31. Amendments were agreed to. the report stage was adjourned after amendment 60.

The House adjourned at 11.52pm until Tuesday 29 March at 2.30pm.
