Public Business

1 Olympic Games 2012: Olympic Truce A question was asked by Lord Bates and answered by Baroness Garden of Frognal.

2 Trade unions: ballots A question was asked by Lord Lea of Crondall and answered by Lord De Mauley.

3 House of Lords: prayers A question was asked by Lord Roberts of Llandudno and answered by the Chairman of Committees.

4 European Union: European Financial Stabilisation Mechanism A question was asked by Lord McAvoy and answered by Lord Sassoon.

5 Business of the House Lord Strathclyde moved that the debate on the motion in the name of Lord Hollick set down for today shall be limited to 3½ hours and that in the name of Lord Turnberg to 2 hours. The motion was agreed to.

6 Draft Defamation Bill The Chairman of Committees moved that the Commons message of 28 March be considered; that a Committee of six Lords be appointed to join with the Committee appointed by the Commons to consider and report on the draft Defamation Bill presented to both Houses on 15 March (Cm 8020); and that the Committee should report on the draft Bill by 19 July 2011;

That, as proposed by the Committee of Selection, the following members be appointed to the Committee:

  1. L Bew
  2. L Grade of Yarmouth
  3. B Hayter of Kentish Town
  4. L Marks of Henley-on-Thames
  5. L Mawhinney
  6. L Morris of Aberavon;

That the Committee have power to agree with the Committee appointed by the Commons in the appointment of a Chairman;

That the Committee have power to send for persons, papers and records;

That the Committee have power to appoint specialist advisers;

That the Committee have leave to report from time to time;

That the Committee have power to adjourn from place to place within the United Kingdom;

That the reports of the Committee from time to time shall be printed, regardless of any adjournment of the House;

That the evidence taken by the Committee shall, if the Committee so wishes, be published; and

That the Committee meet with the Committee appointed by the Commons on Monday 4 April at 4.00pm in Committee Room 6.

The motion was agreed to and a message was sent to the Commons.

7 Civil Contingencies Act 2004 (Amendment of List of Responders) Order 2011 Lord Strathclyde moved that the draft Civil Contingencies Act 2004 (Amendment of List of Responders) Order 2011 be referred to a Grand Committee. The motion was agreed to.

8 Charities (Pre-consolidation Amendments) Order 2011 Lord Strathclyde moved that the draft Charities (Pre-consolidation Amendments) Order 2011 be referred to a Grand Committee. The motion was agreed to.

9 Companies Act 2006 (Consequential Amendments and Transitional Provisions) Order 2011 Lord Strathclyde moved that the draft Companies Act 2006 (Consequential Amendments and Transitional Provisions) Order 2011 be referred to a Grand Committee. The motion was agreed to.

10 Pensions Appeal Tribunals Act 1943 (Time Limit for Appeals) (Amendment) Regulations 2011 Lord Strathclyde moved that the draft Pensions Appeal Tribunals Act 1943 (Time Limit for Appeals) (Amendment) Regulations 2011 be referred to a Grand Committee. The motion was agreed to.

11 Pensions Appeal Tribunals Act 1943 (Armed Forces and Reserve Forces Compensation Scheme) (Rights of Appeal) Regulations 2011 Lord Strathclyde moved that the draft Pensions Appeal Tribunals Act 1943 (Armed Forces and Reserve Forces Compensation Scheme) (Rights of Appeal) Regulations 2011 be referred to a Grand Committee. The motion was agreed to.

12 Economy: growth (3½-hour debate) Lord Hollick moved for papers relating to the case for policies to support economic growth and to promote investment, innovation, technology, infrastructure, skills and job creation. After debate, the motion was withdrawn.

13 National Health Service: standards of care and commissioning (2-hour debate) Lord Turnberg moved for papers relating to standards of care and the commissioning of services in the National Health Service. After debate, the motion was withdrawn.

14 Inter-parliamentary scrutiny (EUC Report) Lord Roper moved that this House endorses the proposal of the European Union Committee for Future inter-parliamentary scrutiny of EU foreign, defence and security policy, and requests the Lord Speaker or her representative to present it to the EU Speakers’ Conference in April 2011 (7th Report, HL Paper 85). After debate, the motion was agreed to.
