Prayers were read by the Lord Bishop of Lichfield.

1 Earldom of Oxford and Asquith in the Peerage of the United Kingdom The Lord Chancellor reported that Raymond Benedict Bartholomew Michael Asquith (commonly called Viscount Asquith) had established his succession to the Earldom of Oxford and Asquith. The Clerk of the Parliaments was accordingly directed to enter the Earl of Oxford and Asquith on the register of hereditary peers maintained under Standing Order 10(5).

3 Burundi A question was asked by the Lord Bishop of Wakefield and answered by Baroness Verma.

4 International Labour Organisation A question was asked by Lord Clinton-Davis and answered by Baroness Verma.

5 National Health Service: joint replacement procedures A question was asked by Lord Walton of Detchant and answered by Baroness Northover.

6 Police: deployment of workforce A question was asked by Lord Rosser and answered by Baroness Neville-Jones.

7 Building Regulations (Review) Bill [HL] The bill was read a third time and passed and sent to the Commons.

8 Social mobility strategy Lord McNally repeated as a ministerial statement made in the House of Commons.

9 European Union Bill The bill was considered in Committee. Amendments were considered. The House resumed.

10 Draft National Policy Statement for Waste Water The Grand Committee reported that it had considered the draft National Policy Statement.

11 Legal Services Act 2007 (Approved Regulators) Order 2011 Lord McNally moved that the draft Order laid before the House on 14 March be approved. After debate, the motion was agreed to.

The House adjourned. The House resumed.

12 European Union Bill The bill was further considered in Committee, beginning with amendment 5. The House resumed after clause 2 was agreed to.
