1 Barony of Windlesham in the Peerage of the United Kingdom The Lord Chancellor reported that the Honourable James Rupert Hennessy had established his succession to the Barony of Windlesham. The Clerk of the Parliaments was accordingly directed to enter Lord Windlesham on the register of hereditary peers maintained under Standing Order 10(5).

2 Barony of Monson in the Peerage of Great Britain The Lord Chancellor reported that Nicholas John Monson had established his succession to the Barony of Monson. The Clerk of the Parliaments was accordingly directed to enter Lord Monson on the register of hereditary peers maintained under Standing Order 10(5).

3 Lord Ampthill The Lord Speaker informed the House that Lord Ampthill, a member of the House, had died on 23 April 2011.

4 Leave of Absence Leave of absence was granted to Lord Barber of Tewkesbury for the remainder of this Parliament.

5 House of Lords Journals The 243rd volume of the Journals (Session 2009–10), with an index, was laid on the Table by the Clerk of the Parliaments.

7 Clerk of the Parliaments On consideration of the letter from Mr Michael Graham Pownall, announcing his retirement from the office of Clerk of the Parliaments, Lord Strathclyde moved to resolve that this House has received with sincere regret the announcement of the retirement of Mr Michael Graham Pownall from the office of Clerk of the Parliaments and thinks it right to record the just sense which it entertains of the zeal, ability, diligence, and integrity with which the said Michael Graham Pownall has executed the important duties of his office. After debate, the motion was agreed to neminedissentiente.

8 Clerk of the Parliaments The House having been informed on 17 January that Her Majesty had been pleased to appoint Mr David Richard Beamish to the office of Clerk of the Parliaments, vacant by the retirement of Mr Michael Graham Pownall, the letters of appointment dated 16 April were read; then the said David Richard Beamish made the prescribed declaration (which declaration is set down in the Roll amongst the Oaths of the Great Officers), and took his seat at the Table. (See Appendix)

9 Clerk Assistant The Lord Speaker (Baroness Hayman) moved that this House do approve the appointment by the Lord Speaker, pursuant to the Clerk of the Parliaments Act 1824, of Mr Edward Christopher Ollard to be Clerk Assistant of the House in place of Mr David Richard Beamish appointed Clerk of the Parliaments. The motion was agreed to neminedissentiente.

10 RAF Northolt: commercial flights A question was asked by Lord Spicer and answered by Lord Astor of Hever.

11 National Health Service: chiropody and podiatry services A question was asked by Baroness Gardner of Parkes and answered by Earl Howe.

12 Finance: hostile takeover bids A question was asked by Lord Borrie and answered by Baroness Wilcox.

13 National Health Service: consultation on reform A question was asked by Lord Foulkes of Cumnock and answered by Earl Howe.

14 European Union Bill The bill was further considered in Committee, beginning with amendment 10. Amendments were considered. The House resumed.

15 Middle East and North Africa Lord Howell of Guildford repeated a ministerial statement made in the House of Commons.

17 Accession (Immigration and Worker Registration) (Revocation, Savings, and Consequential Provisions) Regulations 2011 Lord Hunt of Kings Heath moved to resolve that this House regrets the lack of detailed information contained in the explanatory memorandum on the Accession (Immigration and Worker Registration) (Revocation, Savings, and Consequential Provisions) Regulations 2011 (SI 2011/544). After debate, the motion was withdrawn.
