Prayers were read by the Lord Bishop of Derby.
1 His Royal Highness the Duke of Edinburgh The Leader of the House (Lord Strathclyde) moved that a Humble Address be presented to Her Majesty The Queen as follows:
"Most Gracious Sovereign,
We, Your Majesty’s most dutiful and loyal subjects, the Lords Spiritual and Temporal in Parliament assembled, beg leave
To assure Your Majesty that this House looks forward to the ninetieth birthday of His Royal Highness the Duke of Edinburgh;
To convey to Your Majesty the admiration that is felt by this House for His Royal Highness; and
To express the hope that His Royal Highness the Duke of Edinburgh may long continue to enjoy good health and happiness."
After debate, the motion was agreed to nemine dissentiente, and the Lord Chamberlain was ordered to present the Address to Her Majesty.
2 His Royal Highness the Duke of Edinburgh The Leader of the House(Lord Strathclyde) moved that a Message be conveyed to His Royal Highness the Duke of Edinburgh as follows:
"Your Royal Highness,
We, the Lords Spiritual and Temporal in Parliament assembled, warmly congratulate Your Royal Highness on Your Royal Highness’s forthcoming ninetieth birthday;
We express our gratitude for Your Royal Highness’s outstanding service to the nation, not only in supporting Her Majesty The Queen throughout Her Majesty’s reign but also in making Your Royal Highness’s own deep contribution to national life, in particular in Your Royal Highness’s distinguished naval service in the second world war and in Your Royal Highness’s creation of the Duke of Edinburgh’s Award which has done so much to encourage the development of young people;
We wish Your Royal Highness many happy returns."
The motion was agreed to nemine dissentiente and it was ordered that the Message be conveyed to His Royal Highness by the Lord Archbishop of Canterbury, the Lord Speaker, the Leader of the House (Lord Strathclyde), Lord Brabazon of Tara, Baroness D’Souza, Lord McNally and Baroness Royall of Blaisdon.
3 Barony of Burgh in the Peerage of England The Lord Chancellor reported that Alexander Gregory Disney Leith had established his succession to the Barony of Burgh. The Clerk of the Parliaments was accordingly directed to enter Lord Burgh on the register of hereditary peers maintained under Standing Order 10(5).

10 Consumer Insurance (Disclosure and Representations) Bill [HL] Baroness Anelay of St Johns, on behalf of Lord Sassoon, moved that the bill be referred to a Second Reading Committee. The motion was agreed to.
11 European Union Bill The report was received. Amendments were agreed to. Amendment 5 was agreed to (see division list 1). Amendment 5A was disagreed to (see division list 2). The report stage was adjourned.
12 Research (S&T Committee Report) A question was asked by Lord Sutherland of Houndwood and, after debate, answered by Baroness Wilcox.
13 European Union Bill The report stage was continued, beginning with amendment 5B. Amendments were agreed to. The report stage was adjourned after amendment 10.
