1 Viscountcy and Barony of Hailsham in the Peerage of the United Kingdom The Lord Chancellor reported that Douglas Martin Hogg had established his succession to the Viscountcy and Barony of Hailsham. The Clerk of the Parliaments was accordingly directed to enter Viscount Hailsham on the register of hereditary peers maintained under Standing Order 10(5).

3 House of Lords: reform Standing Order 40(1) having been dispensed with, the debate on the motion that this House takes note of the Government’s proposals for reform of the House of Lords set out in Cm 8077, adjourned on 21 June, was resumed and after further debate was again adjourned.

8 Social Care Portability Bill [HL] Baroness Campbell of Surbiton presented a bill to provide for the portability of care packages to promote independent living for disabled persons. It was read a first time and ordered to be printed. (HL Bill 78)

9 Scotland Bill A bill to amend the Scotland Act 1998 and make provision about the functions of the Scottish Ministers, and for connected purposes was brought from the Commons. It was read a first time and ordered to be printed. (HL Bill 79)

10 Scotland Bill The Explanatory Notes on the bill were ordered to be printed. (HL Bill 79–EN)

11 House of Lords: reform The adjourned debate on the motion that this House takes note of the Government’s proposals for reform of the House of Lords set out in Cm 8077 was resumed. After further debate, the motion was agreed to.

The House adjourned at 8.01pm until Thursday 23 June at 11.00am.

Grand Committee Business

The Grand Committee met in the Moses Room at 3.45pm.

Treaty on European Union and the Treaty on the Functioning of the European Union in Relation to EU Justice and Home Affairs Matters Baroness Browning moved that the Grand Committee do consider the Report to Parliament on the Application of Protocols 19 and 21 to the Treaty on European Union and the Treaty on the Functioning of the European Union in Relation to EU Justice and Home Affairs Matters (Cm 8000). After debate, the motion was agreed to.

The European Union's Afghan police mission (EUC Report) Lord Teverson moved that the Grand Committee do consider the Report of the European Union Committee on The EU’s Afghan Police Mission (8th Report, HL Paper 87). After debate, the motion was agreed to.
