14 Police Reform and Social Responsibility Bill The report stage was continued, beginning with amendment 244A. Amendments 244A and 305ZB were disagreed to (see division lists 1 and 2). Amendments were agreed to. The report stage was adjourned.
15 Modifications to the Standard Conditions of Electricity Supply Licences Lord Lucas moved that this House regrets that the draft Modifications to the Standard Conditions of Electricity Supply Licences disappoint the legitimate expectations of businesses who placed reliance on Government announcements as to the availability and amount of subsidy, and favours the least efficient forms of solar electricity generation. After debate, the motion was withdrawn.

16 Police Reform and Social Responsibility Bill The report stage was continued, beginning with amendment 306. Amendments 306ZC and 306A were disagreed to (see division lists 3 and 4). 17 Sovereign Grant Bill A bill to make provision for the honour and dignity of the Crown and the Royal Family; make provisions about allowances and pensions under the Civil List Acts of 1837 and 1952; and for connected purposes was brought from the Commons. 19 Privacy and injunctions A message was brought from the Commons that they concur with the resolution of this House of 27 June relating to a Joint Committee to consider privacy and injunctions, including:
(1) how the statutory and common law on privacy and the use of anonymity injunctions and super-injunctions has operated in practice;
(2) how best to strike the balance between privacy and freedom of expression, in particular how best to determine whether there is a public interest in material concerning people’s private and family life;
(3) issues relating to the enforcement of anonymity injunctions and super-injunctions, including the internet, cross-border jurisdiction within the United Kingdom, parliamentary privilege and the rule of law; and
(4) issues relating to media regulation in this context, including the role of the Press Complaints Commission and the Office of Communications (OFCOM);
and that they have made the following orders:
That the Committee should report by 29 February 2012.
That a Select Committee of thirteen Members be appointed to join with the Committee appointed by the Lords.
That the Committee shall have power—
(i) to send for persons, papers and records;
(ii) to sit notwithstanding any adjournment of the House;
(iii) to report from time to time;
(iv) to appoint specialist advisers; and
(v) to adjourn from place to place within the United Kingdom.
20 Localism Bill After debate, the bill was further considered in Committee, beginning with amendment 148ZZBB. The House resumed after amendment 148ZZBC.
