Select Committee Reports

1 Information
The following Report from the Select Committee was made and ordered to be published:

Annual Report 2010–11. (First Report, HL Paper 190) (see Appendix).

Public Business

2 Arts: regional theatres A question was asked by the Earl of Clancarty and answered by Baroness Rawlings.

3 House of Lords: reform A question was asked by Lord Grocott and answered by Lord Strathclyde.

4 Media: News International A question was asked by Lord Roberts of Llandudno and answered by Baroness Rawlings.

5 Malawi A question was asked by Lord McConnell of Glenscorrodale and answered by Baroness Verma.

6 Standing Orders (Public Business) Lord Strathclyde moved that the standing orders relating to public business be amended as follows:

Standing Order 40 (Arrangement of the Order Paper)

In paragraph (8), after "Affirmative Instruments", insert ", Negative Instruments".

The motion was agreed to and the amendment was ordered to be published. (HL Paper 191)

7 Draft Financial Services Bill The Chairman of Committees moved that the Commons message of 19 July be considered and that a Committee of six Lords be appointed to join with the Committee appointed by the Commons to consider and report on the draft Financial Services Bill presented to both Houses on 16 June (Cm 8083) and that the Committee should report on the draft Bill by 1 December 2011;

That, as proposed by the Committee of Selection, the following members be appointed to the Committee:

  1. B Drake
  2. L McFall of Alcluith
  3. L Maples
  4. L Newby
  5. L Skidelsky
  6. B Wheatcroft;

That the Committee have power to agree with the Committee appointed by the Commons in the appointment of a Chairman;

That the Committee have power to send for persons, papers and records;

That the Committee have power to appoint specialist advisers;

That the Committee have leave to report from time to time;

That the Committee have power to adjourn from place to place within the United Kingdom;

That the reports of the Committee from time to time shall be printed, regardless of any adjournment of the House; and

That the evidence taken by the Committee shall, if the Committee so wishes, be published.

The motion was agreed to and a message was sent to the Commons.

8 Rehabilitation of Offenders Act 1974 (Exceptions) (Amendment) (England and Wales) Order 2011 Lord McNally moved that the draft Order laid before the House on 16 May be approved. The motion was agreed to.

9 Corporate Manslaughter and Corporate Homicide Act 2007 (Commencement No. 3) Order 2011 Lord McNally moved that the draft Order laid before the House on 16 May be approved. The motion was agreed to.

10 Corporate Manslaughter and Corporate Homicide Act 2007 (Amendment) Order 2011 Lord McNally moved that the draft Order laid before the House on 16 May be approved. The motion was agreed to.

11 Land Registration (Network Access) (Amendment) Rules 2011 Lord McNally moved that the draft Rules laid before the House on 7 June be approved. The motion was agreed to.

12 Police Reform and Social Responsibility Bill The bill was read a third time. Amendments were agreed to. Amendment 3 to amendment 2 was disagreed to (see division list 1). Amendments 4, 8, 11 and 12 were disagreed to (see division lists 2 to 5). Then the bill was passed and returned to the Commons with amendments.

13 Hereditary Peers' By–elections The Clerk of the Parliaments informed the House that Viscount Colville of Culross had been elected in accordance with the provisions of Standing Order 10 (Hereditary peers: by-elections) to fill the vacancy created by the death of Lord Ampthill among the peers excepted from section 1 of the House of Lords Act 1999, and that Lord Ashton of Hyde had been so elected to fill the vacancy created by the death of the Earl of Onslow.

14 Public confidence in the media and the police Lord Strathclyde repeated a ministerial statement made in the House of Commons.

15 Localism Bill The bill was further considered in Committee, beginning with amendment 166WA. Amendments were agreed to. The House resumed and the bill was reported with amendments. The bill, as amended, was ordered to be printed. (HL Bill 90)

The House adjourned at 7.54pm until Monday 5 September at 2.30pm.

Grand Committee Business

The Grand Committee met in the Moses Room at 11.53am.

Education Bill The Grand Committee further considered the bill, beginning with amendment 107A. Amendments were agreed to. The Committee adjourned after clause 40 was agreed to.
